Buildings of (semi-) government, including ministries, town halls and water board, are in principle freely accessible, but safety should not be compromised. It's the duty of the service and security staff to lead this flow in a safe direction.
A building of a (semi-) government institute is a dynamic environment: during the day visitors arrive to settle certain matters. In some cases, it is a private matter (such as applying for a passport) and in other cases it can be a corporate event (e.g. team meetings).
